I have the honour to acknowledge

the receipt of your secret despatch of 2nd September with regard to the question of the strength of the garrison of Hongkong.

In present circumstances it is, for financial reasons, quite impossible for this Government to meet the cost of additional permanent barracks and even in normal times it would,I am afraid, be impossible to put any such proposal to the Legislative Council with the slightest prospect

of its being favourably received. Public feeling against the War Office on account both of the Military Contribution and the Military Lands question is very

strong I think the word 'bitter' would not be
